In the late 1980's decided to build a new emergency centre to replace Cragiebarns House in Dundee, which they had been sharing with the ROC and UKWMO. They acquired the disused Baldinny Reservoir on the A923 two miles south of Coupar Angus in Angus. The plan was to build the emergency centre within the disused reservoir.

Work was halted when the council were unable to obtain planning permission to fell some trees at one end of the site to create a car park. By the time this was resolved the cold war had ended and the emergency centre was no longer required. The reservoir and its adjacent pump house remain intact although the building surrounding the reservoir is now roofless. The building was in good condition until about 1990 when the roof slates were stolen. No obvious work appears to have been carried out at the site. Externally the structure resembles a farm building but inside the walls is a 20 foot deep reservoir which would have housed the emergency centre.
