In 1985 it was announced that Northern Ireland would have three new, purpose-built civil defence control centres to accommodate six civil defence teams: one for the RGHQ, one each for four areas and a reserve. Two teams would be located in each building.
Construction would be phased over six years with the RGHQ at Ballymena due to be commenced in 1987.
This building, which became operational in 1990, was designed to house 235 people and is a two-storey semi-sunk design.
